History file data at specific times

Can any one help me syncronize the creation of a csv history file that records data at specific times, say 00:00, 03:00, 06:00 etc, ie every 3 hours on the hour. I have ceated action files that only run every 3hours but the start of the first action is difficult to control to start on the 3 hout interval.
